You’re referring to the after-effects of segregation, a true form of systemic racism. There is simply is no systemic racism against blacks today, even if there is still interpersonal racism against them. Where systemic racism does exist, it is against whites, such as affirmative action which arguably is also directed against Asians. Affirmative action and other equity-based initiatives are fundamentally flawed because they make the group, rather than the individual, the focus. That gives rise to rampant unfairness against whites and even, believe it or not, against blacks. A New York Times article details the conflict between blacks descended from slaves and blacks descended from voluntary immigrants over affirmative action.
