It’s inaccurate to call this systemic racism. Interpersonal racism is the better term. There is no codified racism in American police departments - in other words, there is no regulation on paper that states “Blacks are to be treated as more suspect than other races.” If “systemic racism” is how we should describe individual or group behaviors that are separate from the actual system, one could argue that an organization of 1,000 people is systemically racist if even just, say, 4 of them have racial biases. When all is said and done, it’s not the system that’s racist. It’s the individuals who take part in it who are.
